Job Title: Human Resource Officer
The Law Development Centre (LDC) has a mandate to provide legal education to lawyers and non lawyers, undertake research in topical legal issues, contribute to legal reform, produce legal publications, teaching materials, law reports and also provide community legal services. Some of It’s key functions include;
- To provide legal training to lawyers and non lawyers
- To research into topical legal issues and recommend proposals for law reform
- To provide law reports and legal publications
- To provide community legal services
Job Summary: The Human Resource Officer will support the Human Resource Manager in the facilitation, implementation, monitoring and evaluation of human resource policies, strategies, procedure, rules and regulations, in line with the human resource policies.
Key Duties and Responsibilities:
- Offering technical support, monitoring and analyzing the performance management cycle and coordinating the process of compiling annual appraisal recommendations for implementation in line with the performance management work plan.
- Identifying, analyzing and compiling training and development needs of LDC employees and designing training programmes in line with training policy, procedures and guidelines in line with the Human Resource and Business plans.
- Preparing Training and Development plans, budgeting and communicating the approved Training Plan and Budget to the respective heads of departments in line with identified training needs and Training Policy.
- Responsible for coordinating, implementing, monitoring and evaluating training activities against the individual departmental & LDC’s needs in line with the approved staff Training and Development policy.
- In charge of overseeing the recruitment and selection, identifying recruitment gaps, developing and implementing a system for continuously monitoring tenure of employment for all staff (probation, contract, acting appointments, deferment of probation, temporary, casual and retirement schedules) in line with HR policy and existing Human Resource Information Systems and best practice.
- Developing and implementing a system of disseminating up to date job descriptions to all in-service and new staff, in line with HR policy and performance management guidelines.
- Developing, implementing, monitoring and maintaining up to date HR Records and Information system that enhances total integrity and security of the LDC staff
- Managing records/Information in line with best practices, standards, Centre policies and HR departmental work plan, standards, Unit/section strategies and records management guidelines.
- Planning, maintaining, implementing and monitoring payment of staff salaries, incentives, compensation, benefits, rewards and other allowances in line with the Human Resource Management Manual and information system.
- Reviewing, monitoring & implementing staff welfare, health & safety schemes in line with the Human Resource Management manual.
- Planning & conducting counseling and employee relation interventions in line with the Human Resource Management manual.
- Interpreting HR policies, strategies, regulations and terms and conditions of service.
- Compiling and sending HR reports and briefs.
- Managing and ensuring regular update and safe custody of staff records including appraisal forms.
- Facilitating staff recruitment, training and development, contract renewals, deployments, motivations, welfare and exit.
- Report to the Human Resource and Administration Manager and submit periodic reports of assigned, delegated and designated duties.
- Perform any other duties assigned by Human Resource Manager or Head of Department.
Qualifications, Skills and Experience:
- The applicant should hold a Bachelor’s (Hons) degree with a strong bias in Human Resource Management, Public Administration, Social Sciences, BA, SWASA, BBA from a recognized university.
- Postgraduate Diploma in Human Resource Management or Public Administration is an added advantage.
- A minimum of five or more years’ experience in a busy human resource environment.
- He/she should be a person of high integrity.
Age: Between 30 – 40 years
