About US:

The Medical Research Council (MRC UK) is an internationally recognised centre of excellence with dominant research themes in the areas of HIV and emerging infections, vaccines and immunity, and chronic diseases and cancer. Through a multidisciplinary approach, intersecting basic science, epidemiological research, social-behavioural research and the conduct of new intervention evaluation studies, the Unit contributes knowledge on changing epidemics and diseases, the evaluation of innovative health care options, treatment and prevention and the development of health policy and practice in Africa and worldwide. Following the signing of strategic transfer agreements between the London School of Hygiene & Tropical Medicine (LSHTM) and the Medical Research Council (MRC UK), the Unit formally joined LSHTM on 1st February 2018. The exciting new partnership will boost research capacity into current and emerging health issues in Africa and throughout the world. The Unit is based at the UVRI Entebbe campus with established outposts in Kalungu, Masaka, Wakiso and Kampala Districts.

 

Job Summary: The job holder will coordinate the efficient delivery of the HR services in the designated Programme/theme. With the intention of bringing the services closer to the team, the position holder will be an HR generalist that will coordinate provision of HR service delivery to the Programme/theme teams.

 

The position will;

  • Contribute to and support the delivery of the HR strategy in line with the outlined business objectives
  • Support the development and continuous improvement of HR strategies and policies in line with best practice
  • Drive and deliver HR initiatives to support business needs, such as talent development, employee engagement, management development and organizational change
  • Work in partnership with the theme teams to identify opportunities and areas of improvement to support improved organizational and people performance in line with the business needs
  • Guide and coach managers on employee relations and HR issues in line with company policies and best practice, including disciplinary, grievance, performance, redundancy and absence management

 

Key Duties and Responsibilities:

  • Take lead on HR Planning & Forecasting in liaison with the theme/Programme teams to ensure timely filling and replacement of vacant positions. The position liaises with the Programme teams to have all the required documentation completed, adverts timely run, and also participates in the recruitment and contracting processes as well as ensuring the best onboarding experience for new staff;
  • Ensure up-to-date records on all theme staff files through periodic Quality Control (QC) checks of their files;
  • Support the enrolment and deletion of theme staff from the insurance schemes and ensure they are kept up to date about insurance policy changes;
  • Ensure the Unit’s policy on performance management is implemented within the theme, and provide necessary technical support where needed in liaison with the HR team members;
  • Support the provision of efficient and effective welfare services to members so as to maintain high levels of morale and productivity;
  • Monitor all staff contracts and ensure they have up-to-date contracts that all staff due to exit the Unit within a three months’ period are duly notified;
  • Monitor the team’s leave performance periodically through continuous tracking, performance review of leave plans, and promote staff wellbeing through work-life integration and reduction in leave liability;
  • Generate monthly reports for areas of responsibility to inform the Theme’s performance in HR related activities;
  • Conduct monthly reconciliations of all payroll-related information of the Theme members with the payroll officer and staff;
  • Sensitize team members and line managers about the different policy provisions that affect them and forward any policy-related matters of concern to the HR team leads for action;
  • Ensure open and effective communication channels about all HR activities and issues are maintained;
  • Support the review of SOPs and policies at the Unit by continuously channelling feedback on specific policies of interest to the HHR for consideration;
  • Carry out staff climate surveys on specific HR aspects as may be required by the HR Lead;
  • Act as a focal person liaising with key stakeholders to roll out and execute the EDI strategy implementation across the Unit; and,
  • Provide support in other functions as guided by the line manager.

 

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor’s degree in Human Resource Management, Organizational or Business
  • Psychology or any other related field from an accredited institution;
  • Professional qualification or Post graduate qualification in Human Resource, Organizational Psychology, Business Administration with Human Resource Specialization, CIPD, SHRM or other relevant qualification;
  • Member of a professional body like HRMAU, CIPD etc.is an added advantage;
  • Minimum of five years of experience supporting HR operations with three years in a generalist role;
  • Experience working in a donor-funded or medical research setting;
  • HR Business Partnership experience is desired;
  • Knowledge of Ugandan labor laws;
  • Excellent planning and reporting skills;
  • Excellent analytical skills and ability to trouble shoot complex issues;
  • Excellent oral and written communication skills; and,
  • Proficiency using MS Office skills.
