Care and Assistance for Forced Migrants (CAFOMI) is a not-for-profit; non-partisan organization limited by guarantee and registered by the Uganda NGO Board/Bureau as a national non-government focusing on protection and assistance in complex emergencies, local context durable solutions for forced migrants, early warning alerts through research and advocacy and a national response surge capacity for emergencies. CAFOMI aims to ensure that forced migrants (refugees) live a dignified life to internationally acceptable standards and positively contributing to the development of their host communities through professionalism, commitment, transparency, accountability, teamwork, participation, partnerships, respect, integrity, multiculturalism, continuous learning and development.

Job Summary:  The GBV Assistant will provide timely life-saving services to Refugee and host community women and girls including gender-based violence (GBV) survivors through a women and girls safe space (WGSS) where case management, psychosocial support, skills-building and socio-economic empowerment activities will be held.

The Social Worker (SW) will be providing case management and trauma-informed services to refugees and host community to support a positive resettlement experience and the achievement of client self-sufficiency. Through the women that girls safe space, She/he will provide women and girls access to information, services, and build informal support networks with other women at the Women safe spaces and via mobile services. The SW will provide case management services to survivors of GBV, as well as psychosocial support and counselling to clients and support with non-GBV cases. The SW will employ a survivor-centered approach to ensure that the client’s wishes are respected, and her safety and confidentiality are always preserved through the case management process.

Key Duties and Responsibilities:

Program Planning and Implementation;

  • Work with the Response/ prevention Officer to develop work plans and oversee activities for women and girls in refugee and host- communities.
  • Support the coordination, implementation, and monitoring of all assigned project activities as outlined in the detailed implementation plan in line with CAFOMI program quality principles and Quality standards, donor requirements, and good practices.
  • Conduct intake services with clients to assess needs.
  • Develop self-sufficiency plans and timelines in partnership with each client.
  • Provide individualized support through direct services, referrals, and advocacy Support in developing, implementation and monitoring weekly, monthly, and quarterly activity plans to achieve expected results.
  • Ensure that all planned activities are implemented timely and effectively in line with the IASC guide lines for protection and GBV integration in humanitarian settling in the locations of Kyangwali. She /he will be responsible to communicate effectively any challenges to the supervisor.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
  • Actively participate in team reviews of results and program progress with the implementing team at the transit on a weekly basis.
  • Prepare and submit regular work plans and activity reports for supervisor review and feedback.

Case Management.

  • Ensure identification and assessment of GBV/ cases as guided by the principles in GBV case management.
  • Provide quality, timely and age-appropriate survivor-centered case management services and psychosocial support to all clients in the Women and Girls Center ensuring strict adherence to the GBV guiding principles (Safety and Security, Confidentiality, Respect and No Discrimination).
  • Coordinate referrals and advocate with partner organizations supporting GBV survivors to provide confidential services to clients, in accordance with their wishes, GBV guiding principles and informed consent.
  • Ensure proper documentation of all registered case management files and. utilization of the GBV data management tools (GBVIMS and progress V4) and systems to record information about clients’ access to services, in line with the principle of confidentiality, and utilize aggregate information to improve service delivery.
  • Support the development and utilization of the GBV referral pathway for GBV cases and work with the Response Officer to provide capacity building of community structures on understanding the referral pathway.
  • Conduct community awareness and sensitization sessions with the established community structures for enhanced response to GBV.
  • Prepare and submit regular work plans, activity and periodic reports for supervisor review and feedback.
  • Make sure all individual case management tools are reviewed before being filed or relocated to the settlement.
  • Carry out any other duties as required by the supervisor
  • Staff supervision mentorship and coaching. Supervise mentor and coach direct reports (volunteers) ensuring that they are empowered to achieve their performance objectives and program results.
  • Conduct performance reviews of direct reports (volunteers) and support them to set performance objectives.
  • Identify any staffing issues and coordinate closely with the supervisor

Collaboration and Representation.

  • Represent CARE/CAFOMI in meetings with stakeholders, working groups, and other events as planned
  • In case of emergency, be prepared to contribute to the delivery appropriate and timely response.
  • Undertake any other tasks assigned by the supervisor.

Qualifications, Skills and Experience:

  • The ideal candidate must hold a University Degree in Social Work and Social Administration, Development Studies, Counseling, Psychology or other related fields
  • At least two to three years of relevant professional experience.
  • Strong knowledge on GBV mitigation, prevention and response in humanitarian context.
  • Ability to communicate sensitively and without judgment, good diplomatic and persuasion skills.
  • Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries,
  • Ability to handle multiple tasks, proven self-initiative and problem-solving abilities.
  • Strong organizational and supervisory skills with excellent reporting and writing skills.
  • Must have a compassionate, caring and non-judgmental personality.
  • Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
  • Strong interpersonal and communication skills.
  • Experience from the region will be regarded as an asset.
