Job Title:  Cooperative Development Coordinator

The Compliance Advisor Ombudsman CAO is the independent recourse and accountability mechanism for IFC & MIGA, World Bank Group. The Compliance Advisor Ombudsman (CAO) is the independent recourse mechanism for the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA). The CAO responds to complaints from project-affected communities with the goal of enhancing social and environmental outcomes on the ground.

Job Summary:
The Cooperative Development Coordinator (CDC) will be responsible for supporting the Mubende Bukakikama Cooperative Society Limited and the Kiboga Twegatte Cooperative Society Limited, working closely with the elected Executive Committees of both structures as well as the Office of the Compliance Advisor/Ombudsman (CAO). The CDC will ensure that the cooperatives develop functional governance and management structures, provide strategic and technical assistance to the cooperatives as they develop, and deliver business and operational plans. The CDC will play an advisory role to the Executive Committees (ExCo’s), supporting them to deliver on their plans, develop their capacity and contribute to the overall sustainability of the cooperatives.
Key Duties and Responsibilities:
  • Translate the capacity building framework to an operational plan with an itemized budgets and timetables. , He/she will lead the delivery of technical support to the two community cooperatives, bringing in organisations or individuals to deliver aspects of the plan as required.
  • Build the skills and abilities of the cooperative executive committees in key areas such as business planning, management and governance.
  • Assist in the shaping of work plans for the two cooperatives, and perform tasks in support of the work-plan in agreement with the ExCos and the CAO.
  • Conduct training for ExCo members and any other cooperative members as required, to support the skills development in book-keeping and financial management among others.
  • Develop and maintain an effective and efficient information sharing mechanism for progress on the cooperatives with the supporting organisations in addition to regular updates to the CAO.
  • Undertake an initial and ongoing assessment of the capacity of the wider cooperative membership to review their potential to work in a collective way in the cooperative in agricultural and other livelihood enterprises. Share learning and provide relevant specialist advice to the cooperatives to improve their economic enterprises.
  • Promote participation in the cooperative from the membership including encouraging women members to participate in the activities and support potential enterprises for women members.
  • Translation of relevant documents into English, Luganda and Runyakole or Runyakitara to enable sharing of information within the cooperative and to supporting organisations.
  • Contribute to the strategic thinking within the CAO and work alongside the supporting organisations to review how the capacity of the’cooperatives is progressing and identify any future support needs.
  • Input to the development of any monitoring and evaluation tools with the CAO to track progress of the cooperatives in achieving their business plan goals.
Representation:
  • Offer support to the ExCo’s in meetings with local government officers, civil leaders and religious leaders as required.
  • Specific support may be provided to the ExCo’s to advocate for basic social services and amenities from the district government in accordance with their resettlement/business plans.
Partnership Building:
  • Perform specific project work for the implementation of the capacity building plan working with local government structures, New Forests Company and Oxfam.
  • Play an active role in facilitating relationships with other NGOs to seek for funds or technical support.
  • Offer support fundraising efforts and produce clear and quality reports as necessary for the CAO and any other stakeholders.
Qualifications, Skills and Experience:
  • The applicant must possess a good university Degree or an equivalent three years Course in the field of Local Economic Development, Community development with a bias in business administration, or economic
  • Recognized experience of more than five years in livelihoods programming with preferred experience in supporting cooperatives in areas such as enterprise selection, market access and agricultural value chains.
  • Developed experience in community mobilization to support economic development projects including PRA techniques and of working with community structures to transfer skills and develop expertise.
  • Prior experience of engaging local government in development programming in Uganda.
  • Demonstrated effective management skills including project cycle management, financial management and administration.
  • Good knowledge of capacity building tools and experience of mentoring individuals and building the capacity of communities /  institutions.
  • Excellent computer literacy skills particularly in word-processing, spreadsheet software and presentation media and documentation skills.
  • Strong facilitation and team work skills.
  • Have proactive information gathering, analysis and impact monitoring skills
  • Proven capacity to work effectively with others, good interpersonal skills and is able to influence others.
  • Possess the capacity to explain complex issues in simple and relevant terms.
  • The job holder must be highly responsive to requests for support and information.
  • Lnguage proficiency in Luganda , Runyankole and Runyakitara very essential
