The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Assistant Protection Officer (SGBV) is a member of the protection team in Sub-Office Mbarara. He/she assists in providing functional SGBV guidance to other protection, information management and programme staff. The incumbent works directly with communities and persons of concern to identify the risks and ensure the implementation of a community and rights based approach. The incumbent will support the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Protection Associate (Community-Based) is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern.
Key Duties and Responsibilities:
- Work in close liaison with partners, keep track of incident reports and monitor referrals of SGBV survivors to appropriate service providers for case management and follow-up.
- Assist in conducting an assessment on SGBV risk factors among persons of concern, flag potential risks or challenges emerging from data analysis and make recommendations to address them.
- Provide support in developing ways in which community involvement can be increased and risks mitigated.
- Work closely with partners to ensure that for each individual case there is compliance to the SOPs related to safety of the survivor, adequate health, psychosocial and legal support.
- Follow up with partners on proper data collection mechanisms; as well as contribute to effective information management on SGBV survivors through provision of disaggregated data on persons of concern and issues/risks they face.
- Strengthen mechanisms related to mapping trends, tracking and analyzing data related to individual SGBV survivors.
- Follow up with partners on timely submission of qualitative and quantitative weekly and monthly reports
- Actively contribute to capacity building activities of IP staff on cases management.
- Identify complex cases for discussions with relevant partners especially those in need of coordinated and urgent multi sectorial responses.
- Actively participate and follow up organization of weekly SGBV Working Group meetings.
- Participate in community services activities aimed at supporting partners provide services to persons of concern, especially those with specific needs.
- Provide support in identifying solutions for the largest possible number of persons of concern
- Perform other related duties as required.
Key Performance Indicators:
- The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles.
- The participation of persons of concern is facilitated through continuous assessment and evaluation using participatory, rights and community based approaches. – SGBV incidents are immediately identified and reported.
- Enforce local compliance with UNHCR global protection policies and standards related to mitigation, prevention and response to SGBV.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Provide inputs for the country operations plan and other submissions and reports.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UNHCR Assistant Protection Officer (SGBV) job placement should hold an Undergraduate degree (equivalent of a BA/BS) in International Law, Human Rights, International Development, International Relations, Anthropology, Social Work, Political or Social Science or other clearly related disciplines plus one year of previous work experience relevant to the function.
- Previous experience in interacting with and building partnerships and synergies with UN agencies, NGOs and civil society organizations.
- Knowledge of local institutions and language.
- Excellent knowledge of English (written and spoken).
- Diverse field operational experience.
- Excellent oral and written communication skills
- Extensive knowledge of community communication and engagement approaches.
- Demonstrated coordination and consensus building skills to manage multiple stakeholder consultation processes.
- Training and coaching skills/facilitation of learning.
