Job Title: Assistant Procurement Officer
The Uganda Coffee Development Authority (UCDA) is mandated UCDA to: “Oversee the coffee industry by supporting research, promoting production, controlling the quality and improving the marketing of coffee in order to optimise foreign exchange earnings for the country and payments to farmers.”
Job Summary: The Assistant Procurement Officer will offer technical support in the implementation of the procurement cycle and guidelines for the timely availability of quality goods, works and services.
Key Job Duties and Responsibilities:
- Organise relevant information / documents to be used in both evaluation and Contracts Committee meetings.
- Work in consultation with user departments by providing feedback on the status of their procurement requisitions, and liaise with them on matters relating to contract management.
- Receive and attend to inquiries from bidders and suppliers, and guide them on procurement procedures.
- Work closely with the Finance Section to facilitate timely payments to suppliers.
- Enter details of procurement transactions in the Procurement Performance Measurement System (PPMS) and the Integrated Financial Management System (IFMS) for the Head PDU to review.
- Maintain a robust filing and archival system of all procurement records.
- Support in the preparation of monthly procurement reports to PPDA and Management.
- Perform any duties as assigned by Management from time to time.
Qualifications, Skills and Experience needed for the job:
- The Assistant Procurement Officer must have an Honours Bachelor’s Degree in Procurement, Purchasing and Supplies / Logistics Management;
- Full or part qualifications in procurement and supplies management, such as Chartered Institute of Purchasing and Supply (CIPS) or International Supplies Management (ISM) will be added advantage;
- At least three years’ working experience in a similar position and knowledge of procurement laws and guidelines;
- Ethics and integrity; good communication skills; time management skills; good computer skills, and competence in procurement, disposal and contract Management.
