Reports to: Senior Information Scientist

About US:

The Ministry of Works and Transport has a mandate to plan, develop and maintain an economic, efficient and effective transport infrastructure; &transport services by road, rail, water, and air. They are also mandated to manage public works including Government Structures and promote standards in the construction industry. The Mission of the Ministry is “to promote an adequate, safe and well maintained public works and transport infrastructure and services so as to effectively contribute to the socio-economic development of the country.”

Key Duties and Responsibilities: 

  • The incumbent will create webpage content and keep it current in consultation with ministry departments.
  • Improve, maintain and update the Ministry website and portals (Ensure sites are functioning properly and are available to users)
  • Carry out web performance optimization for website and portals on a multitude of browsers and platforms e.g. Internet Explorer/Firefox/Safari/Chrome, Mac/PC, and Mobile.
  • Prepare responses to visitors’ comments and concerns.
  • Make the Website and portals easy to navigate and that they address the needs of the Ministry and general public.
  • Ensure seamless functionality of the website, constantly test the site for uptime, load time, and ease of use.
  • Create web pages according to Government of Uganda branding standards.
  • Actively monitor website use, security and trends and ensure routine backups.
  • Regulate and manage user access rights of different users on the website.

Qualifications, Skills and Experience: 

All candidates MUST be Ugandans possessing the following:

  • An Honors Bachelor’s degree in any of the following specialties: Computer Science, Computer Engineering, Information Technology, Software Engineering or any other relevant degree;
  • A minimum of  two (2) years working experience in government or reputable organization in relation to Web/Intranet Development;
  • Basic working knowledge of web servers e.g. Apache, IIS;
  • Detailed working knowledge of web programming languages (HTML, JavaScript, CSS);
  • Working knowledge of PHP (including Word Press functions) desired;
  • Past experience of DBMS;
  • Comprehensive knowledge of Microsoft SharePoint framework;
  • Past experience in Content Management Systems;
  • Working knowledge of VBScript and Batch scripting;
  • Excellent knowledge of object-oriented analysis, design, and development practices.
  • Good knowledge and understanding of Rich Internet Application development.
  • Ability to work on multiple projects at a time with appropriate time management and prioritization of tasks.
  • Possess the ability to handle customer service needs with a positive, patient, and friendly manner, utilizing good interpersonal skills
