JOB DETAILS:
The Uganda National Renewable Energy and Energy Efficiency Alliance
(UNREEEA) is a coalition body of the private sector players in the
renewable energy and energy efficiency sub-sector of Uganda, whose key
mandate is to avail a platform for actors to merge synergies and improve
the business environment in the sector. UNREEEA seeks to fill the
position of ACCOUNTANT to oversee its administrative systems. .
Job Responsibilities:
ACCOUNTING WORK and Reporting
• Oversee day-to-day coordination of financial activities ensuring cost efficiency.
•
Maintain timely and accurate financial statements and reports (tables)
that are appropriate for the secretariat and funding partners in
accordance with accounting principles.
• Prepare budget estimates for all project activities, trainings/workshops/seminar;
• Ensure the financial transactions are properly authorized, recorded, and have adequate supporting documentation,
•
Review, arrange payment and record all the Alliance expenditure’s
vouchers in accordance with financial regulations of UNREEEA.
• File
all financial documents and prepare necessary conditions to work with
audit teams or financial inspection agencies as required;
• Review reporting system for effective monitoring of finances of UNREEEA and recommend improvements accordingly.

Ensure statutory requirements of the organization are met including
filling of annual returns and submission of PAYE, NSSSF and other
relevant taxes on time
• Provide guidance and update other Secretariat staff at the UNREEEA on financial and accounting procedures and regulations.
•
Prepare monthly payroll functions to ensure employees are paid in a
timely and recommend to the Management for the authorization of
Payments.
• Follow up donor commitments to ensure timely disbursement of funding; reconcile bank and other accounts.
• Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures
PROCUREMENT WORK
• Prepare procurement plan for all secretariat assets;
• Draft TORs, bidding documents for all project tender packages;
• Carry out procedures regarding procurement, bid evaluation and selection in accordance with UNREEEA regulations;
• Participate in the Procurement committee as Secretary and advise relevant persons on financial aspects of the bids.
OTHER TASKS
•
In addition to the main areas of work, the Accountant is expected to
carry out all specific tasks related to accounting and procurement of
the as secretariat as assigned by the supervisor
KEY PERFORMANCE INDICATORS
• Annual and quarterly secretariat budget plans timely developed and approved.
• The secretariat timely settlement of advances and submission of reports.
•
Budget estimation and advance are made available for timely
implementation of project activities; Secretariat financial reports
prepared and approved as required;
• Personal income tax procedures carried out as requested by the Tax Agency.
• No critical audit findings in secretariat finance management;
•
Requests for ad-hoc financial reports or project disbursement
explanations from the donors or authorized state agencies timely
granted;
• Equipment and service needed for project implementation procured in compliance with regulations.

Job Qualifications:
• Bachelor’s degree in Commerce, Business Administration (Finance, Accounting Options), Economics, or relevant field.
• Professional Qualifications: Chartered/Certified Accountant fully qualified in (CPA, ACCA) is a must.
• Required Skills and Competences
• A minimum of 3 years’ experience in a finance functions in a NGO setting.
• Ability to interpret financial procedures, standards and their application;
• Knowledge of accounting software preferably QuickBooks is a must;
• Ability to work independently, with Integrity to be able to handle cash and related transactions.
• Attention to detail to scrutinize financial & other information documents before decision making.
• Demonstrated experience in procurement, preparation of financial reports & budget variance analysis.
• Be a team player & Proficiency in use of MS Office and effective communication both oral and written English.
