Uganda Red Cross Society (URCS) is the leading National Humanitarian Organization in Uganda and a member of the International Red Cross Red Crescent Movement, comprising International Committee of the Red Cross (ICRC), International Federation of Red Cross Red Crescent Societies (IFRC) and National Red Cross/Red Crescent Societies (189 worldwide).
Job Summary: The Procurement Officer will be responsible for development of a Procurement Plan and undertake processes for the Procurement of Goods, Works and Services for the URCS in accordance with the approved Financial Budget and PPDA Procurement Framework.
Key Duties and Responsibilities:
- Develops the Procurement and Disposal Plans and Budgets for URCS in accordance with the requirements of PPDA Regulations, Funding Agencies and sound Procurement Practices. Prepares frameworks and Bidding documents for Procurement of Goods, Works and Services in accordance with established guidelines.
- Prepares prequalification documents and support, Bid Evaluation and Selection processes in accordance with the PPDA Practices
- Works in liaison with User Departments in Contract Management, in accordance with PPDA Regulations; and arrange Vendor Invoices for submission to Finance Department for payment.
- Monitors the Bidding processes for Goods, Works and Services with particular reference to choice of media, advertising and Bidding periods, receipt of Bids and Bid opening requirements.
- Compiles and prepares timely and accurate monthly reports and other reports for Management and PPDA in accordance with PPDA regulations.
- Prepares best evaluated Bidder Notices and maintains a PDU Notice Board and ensure due publication of all notices.
- Updates and maintains a Contracts Register, and a system of safe records keeping for the PDU
Qualifications, Skills and Experience:
- The applicant should possess a good University Degree in Procurement and Supplies Management, Business Administration, Commerce, Economics and a Post Graduate
- Professional full or partial qualification of the Chartered Institute of Procurement & Supplies (CIPS), Logistics Management or its equivalent is essential;
- A minimum of three or more years’ experience in similar position preferably from a busy organization with good computer literacy skills (proficient in all MS Office, especially Excel)
- Possess the ability to handle multiple tasks in a multicultural setting;
- A system-oriented person with high sense of judgment, excellent communication and writing skills
