Job Title: Content Monitoring Officer

The Uganda Communications Commission (UCC) was established to implement the provisions of The UCC Act 2013 Laws of Uganda with a principal goal of developing a modern communications sub-sector and Infrastructure in Uganda, in conformity with the operationalization of the Telecommunications Policy.

Job Summary:  The Content Monitoring Officer will primarily monitor and ensure compliance by all broadcasting service providers and ensure protection of the stakeholders/consumers in accordance with broadcasting standards and conditions according to licenses issued.

Key Duties and Responsibilities:

  • Conduct monitoring activities relating to broadcasting.
  • Monitor and evaluate content and prepare content monitoring reports accordingly;
  • Monitor adherence and compliance with set standards, procedures, laws and ethics for broadcasting;
  • Ensure compliance with terms and conditions stated in content service providers’ license;
  • Conduct routine inspection of studios and production facilities of content service providers in the country;
  • Organize and develop a register of all licensed broadcasters, content service providers;
  • Coordinate data collection on activities related to audience profile, penetration of broadcasting services and investigate cases on poor performance of the content service providers and propose remedial measures for necessary course of action;
  • Perform inspections on content service providers to ensure compliance with legislation, license conditions and broadcasting standards; and
  • Monitor the development and promotion of content services on all broadcasting platforms.

Qualifications, Skills and Experience:

  • The applicant should hold a good Bachelor’s degree in IT, Computer Science, Electrical Engineering, Mass communication or a closely related field from a recognized University.
  • At least one (1) year experience in areas of broadcasting, multimedia and telecommunications.
  • The applicant must possess a good understanding wide experience in maintenance, usage and knowledge of technical broadcast equipment and appreciates the responsibilities interpreting the broadcasting programmes and facilities;
  • Possesses excellent interpersonal and communication skills.
  • Demonstrates honesty and works well under minimal supervision.
  • Working knowledge in the use of computer applications is mandatory.
