Job Title: Director, Financial and Administrative Services

The Electricity Regulatory Authority (ERA) is a statutory body established in accordance with the Electricity Act, 1999 (Chapter 145, Laws of Uganda). The Act empowers ERA to regulate the Generation, Transmission, Sale, Export, Import and Distribution of electrical energy in Uganda.

Job Summary: The ERA Director, Financial and Administrative Services will be responsible for;
  • Managing the Internal Financial Resources of ERA to perform its functions.
  • Offering financial compliance supervision to the utility companies.
  • Managing ERA’s Human Resource to achieve optimal organisational performance.
  • Supervision of the administrative activities of the organization.
Key Duties and Responsibilities: 
1. Financial Management:
  • Initiate, develop and implement policies, strategies and procedures for the ERA’S internal financial management.
  • Compile and prepare statutory financial reports and management accounts, budgets, and cash flow planning for the ERA.
  • Develop appropriate policies and oversee their implementation.
  • Control the implementation of financial policies, procedures and practices to ensure prudent financial management for the Authority.
  • Facilitate statutory audits by external independent Auditors (Auditor General).
  • Initiate, develop, implement and maintain internal financial control procedures and supporting manuals.
  • Work in liaison with any donor agencies partnering with ERA with regard to finance and administrative matters.
  • Prepare ERA’s financial management and related reports and guide Management decisions thereon.
  • Steer ERA’s Budget formulation, implementation, monitoring & its performance review.
  • Work closely with the Internal Auditors to upgrade the internal control systems as and when need arises.
  • Supervise staff within the Department to ensure effective execution of commitments in their work plans.
2. Financial & Commercial Compliance by utilities:
  • Review financial viability of projects before licensing.
  • Develop financial viability & sustainability assessment criteria, tools and guidelines for licensees.
  • Develop associated reporting schedules for Licensees.
  • Set financial targets and validate licensees’ financial objectives for subsequent operational periods.
  • Intuitively analyse the financial performance of electricity utility companies.
  • Work in liaison with Economic Regulation Department to determine electricity tariff structures.
  • Perform financial monitoring of the Electricity Supply Industry (ESI) including monitoring and verification of investments in the sector.
  • Provide financial input from budgets and contracts of licensees for tariff determination.
  • Establish the format in which licensees shall make financial and commercial reports to ERA and monitoring compliance by licensees.
3. Finance/Assets: Ensure prudent & transparent utilization of resources disbursed to the Department.
4. Resource Mobilization:
  • Take lead in the development of the annual work plan & budget for the Department.
  • Initiate resource mobilization & expenditure management to ensure institutional financial sustainability.
5. Staff Responsibility:
  • Steer the Financial & Administrative Services Department.
  • Manage the entire staff complement in the Department & ensure it is accountable for their effective performance.
  • Facilitate staff team spirit and performance through mentoring and counseling.
  • Perform any other official duties as assigned by the Chief Executive Officer.
Qualifications, Skills and Experience: 
  • The applicant should hold a good Master’s Degree in Business Administration/Finance and Accounting
  • Possession of a Bachelor’s degree in Commerce (Accounting) or any other relevant degree in Accounting, Finance, Economics, etc is a requirement too.
  • The applicant must be a Certified Public Accountant and Member of the ICPAU.
  • A minimum of ten years’ relevant working experience, five of which at a Managerial level in a reputable firm
  • Highly knowledgeable about the Electricity Supply Industry in Uganda.
  • The applicant who is knowledgeable about regulation will have an advantage
  • Good communication skills (written and oral).
  • Good mentoring skills.
  • The candidate should be result oriented, a team player with a high degree of professionalism.
  • Proficiency in relevant computer packages.
  • Excellent analytical skills.
  • The applicant must possess good leadership skills.
Age: Between 35 – 50 years
