About UNICEF Project:
Plan Uganda has applied for funding from UNICEF to implement an Early Childhood Care and Education in Emergency (ECCE) project among the South Sudan refugees in Adjumani.
Job Summary: The jobholder will primarily offer technical leadership and support in scaling up and coordinating the Early Childhood Care and Development (ECCD) emergency response interventions to the South Sudan Refugee influx in Adjumani district in Northern Uganda.
Key Duties and Responsibilities:
1. Scaling-up of ECCD Interventions and in particular the establishment of the program team for ECCD Implementation:
- Carry out participatory consultations and stocktaking of existing capacities with children, families and other care providers to establish needs of young children and inform the design and delivery of ECCD
- Work closely with other relevant actors to establish, manage and oversee parenting, early learning, play and other ECCD initiatives
- Develop a sound monitoring and evaluation framework with appropriate indicators for ECCD interventions to facilitate assessment of progress and impact
- Conduct onsite visits, periodical reporting, on-going documentation and dissemination of experiences about Plan Uganda’s ECCD interventions
- Create and manage a database with differentiated information on children, caregivers and other primary beneficiaries by age, gender and other aspects related to ECCD
- Actively participate in identification, mobilization and sourcing of financial and other resources to expand/improve Plan’s ECCD interventions
2. Adequate knowledge, skills and capacity to deliver quality ECCD interventions in an emergency context to key staff and volunteers:
- Design and support the recruitment, training, re-training and coaching for ECCD staff and Volunteers and other related stakeholders as per ECCD standards, guidelines and regulations.
- Mobilize and educate parents, community members and other stakeholders to get involved and support ECCD services.
- Manage and offer technical guidance and regularly evaluate staff and volunteers as per ECCD standards, guidelines and regulations.
- Promote regular and participatory peer to peer interaction, learning and progress sharing between ECCD staff and volunteers and other relevant actors
- Organize periodical reviews and reflections with ECCD staff and volunteers to discuss progress and address challenges.
3. Strong network and links established with other key actors and stakeholders involved in ECCD related interventions and overall emergency response:
- Organize, contribute and/or participate in inter-sectoral work groups, forums, meetings or other initiatives within this emergency response
- Orient and provide guidance for staff and volunteers to integrate ECCD initiatives with other sectors
- Promote co-facilitation, joint reviews, co-implementation and sharing of resources with other sectors and actors
- Ensure Plan Uganda’s ECCD interventions are well represented with all stakeholders, the Education Working Group and the overall emergency response
4. Monitoring and Evaluation of ECCD Intervention:
- Carry out onsite visits, periodical reporting, on-going documentation and dissemination of experiences about Plan Uganda’s ECCD interventions
Qualifications, Skills and Experience:
- The candidate should ideally hold a Degree in ECCD, Education, Social Sciences or related field. ECCD specialized training will be an added advantage
- At least three years’ experience in managing or coordinating ECCD and Education related interventions in development or emergency contexts with NGOs, UN agencies.
- Skills and experience in program development and management particularly designing, planning and implementing early learning, structured play and recreation activities in Child Friendly Spaces (CFS)
- Past exposure and experience in mobilization communities and conducting participatory community based trainings
- Skills in fundraising including preparation of project concepts and proposal
- Excellent writing, facilitation, and organizational skills.
- Excellent command of the English language.
- Proven track record and ability to work in a multi-cultural environment and effective working relationships with various actors at district and national level.
- Computer literacy skills, including Internet navigation and various office applications (i.e. MS Office skills, specifically in MS Word and PowerPoint and excel)
