About Epic Project:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and preventing, preparing for, responding to, and bolstering health systems to address COVID-19. While originally designed as a HIV program, Epic has been modified to accept COVID-19 funding and is currently implementing COVID-19 activities in 45 countries.

Job Summary:  The Regional Data Officer (Locum) serves to provide targeted technical assistance and supervision in COVID-19 data management to allocated districts.

Key Duties and Responsibilities:

  • Work with the district biostatisticians to integrate monitoring and evaluation (M&E) into ongoing vaccination planning and implementation systems and ensure adherence to Ministry of Health (MOH) guided M&E minimum standards as districts integrate COVID-19 vaccination into routine immunization and primary health care.
  • Generate weekly COVID-19 vaccination data backlog reports from the MOH data management system, ensuring reports/information are available to guide COVID-19 data backlog clearance in the districts.
  • Support the management of COVID-19 vaccination information management systems including following up with and providing ongoing skills building technical support to districts.
  • Support new innovations in Uganda National Expanded Program on Immunization (UNEPI) program that are aimed at supporting COVID-19 vaccination as well as other key interventions, e.g., Smart Paper Technology (SPT), immunization and data quality apps dashboards, certifications, validation of certificate beneficiaries, missing certificate requirements, among others.
  • Support monitoring the usage of the COVID-19 vaccination information management system and follow-up on any issues both on the dashboards generated and through field-based reports from the districts.
  • Support the consolidation of COVID-19 data from the districts across the different sources, as well as conduct required analytics and help the district teams to generate appropriate presentations and visuals.
  • Work as part of a broader team to support COVID-19 vaccination data collection and analysis systems, feedback, and reporting.
  • Support the EpiC SI (Strategic Information) team in coordinating and communication with allocated districts, in close collaboration with MOH/UNEPI.
  • Perform any other tasks that may be assigned by the Supervisor.

Qualifications, Skills and Experience:

  • The applicant for the Regional Data Officer must hold a Bachelor’s Degree relevant to the above functions: Statistics, Economics, Information Science. A postgraduate training in M&E and experience in COVID-19 data management are added advantages.
  • At least two to five years of work experience in public health program implementation especially with USAID funded
  • organizations/projects.
  • Significant experience and or knowledge on the vaccination and immunization in Uganda, including related key monitoring indicators.
  • Ability to work with and understand health data and health management information systems, including data drilling and mining.
  • Excellent knowledge and application of both quantitative and qualitative data analysis techniques.
  • Excellent written and oral communication skills in English and must be able to communicate and coordinate effectively with district officials, MOH/UNEPI and partners.
