Job Summary:  The Research and Grants Administration Officer shall be responsible for coordinating the development and implementation of research grant management policies, systems and procedures to ensure that research projects are effectively managed. S/he shall be responsible for tracking research funding opportunities and ensure that staff capacity is built to respond to research funding requirements, including compliance with respective sponsor and TASO policies and ethical requirements. S/he will support in proposal development, institutional approval, and submission to funding agencies within the set deadlines; and where required, participate in negotiation of grants awards and contracts with external partners/funders and promote effective collaboration with other IPs/local structures.

Key Duties and Responsibilities:

  • Track research funding opportunities and disseminate these regularly
  • Track local and international research dissemination opportunities and notify staff of these
  • Coordinate internal research capacity building and dissemination activities (such as workshops, journal clubs and symposia) in collaboration with the REC administrator and other stakeholders
  • Participate in assessing the requirements of the organisation in supporting the proposal writing exercises and coordinates with other departments (e.g. Business Development, Finance, IT, HR, etc.) as appropriate and the coordinate review proposals with a capital component prior to submission and provide feedback on the proposal process
  • Assist in the negotiation of contracts and in obtaining the appropriate institutional approvals.
  • Share with the research teams any change in status and any significant change in the research funding institutions, programs and awards.
  • Participate in recruitment and remuneration of human resources for research including preparation of terms of reference for research fellows and associate researchers.
  • Collaborate with research project and finance teams to ensure timely submission of accurate and compliant financial reports to research funders/donors.
  • Support principal investigators in preparation and timely submission of research progress reports, Ethical review requests and responses to sponsors and IRBs or other appropriate offices as required.
  • Coordinate award and research related audits as required.
  • Develop and maintain grants/research data bases of all submitted, collaboration including grants attacking mechanism or system of all histories and success rates of the organisation.
  • Liaise as required, with Sponsor/Funder for partnerships and foster collaboration among grant / contract holders.
  • Participate in the work planning and budget development as required and advice on overhead/ indirect costs, and assists with negotiation of such where necessary
  • Support continued development of departments Research plan, strategies and policies
  • Generate/ track all departmental requisitions for payment, travels and purchases and prepare invoices for submission to the Sponsor/Funder.
  • Provide technical guidance on research contracting to the research team and other TASO directorates.
  • Prepare and provide regular reports to supervisor and respective project heads.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in any of the following fields; Business Administration, Public Health, Science in Nursing, Science Education, International Development, Grants Management or a related discipline with a Postgraduate training in any Management related field.
  • Certificate in Bioethics
  • Research Grant Writing and Management Training
  • Data Management for research projects
  • Good Clinical Practice and Human Subjects Protection
  • Two years of experience in an administrative position and relevant experience in Research Pre and post Award management.
  • Experience with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.
  • Requires extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research at TASO.
  • Full facility with Federal Acquisition Regulation, Code of Federal Regulations, sponsor specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Ability to interpret and apply sponsor, institutional and departmental policies.
  • Ability to manage high volume and complex transactions.
  • Requires independent judgment and strong organization and communication skills and customer service focus.
  • Stays current on compliance regulations in all areas of research administration.
  • Other Qualities/Attributes: Integrity, Patience, Confidentiality, Ability to work under mental and physical stress within a team setting.
