Job Summary:  GOAL is currently seeking to hire two Monitoring, Evaluation and Learning Officers (MEL Officers) to join our Uganda team. This is an exciting opportunity for you to join a dynamic International NGO and to apply your skills in monitoring, evaluation and learning. Qualifications, Skills and Experience:

To be successful in this role, you will need to have:

Essential Criteria

  • A bachelor’s degree in social sciences, Development Studies or related, relevant subject
  • Three years of demonstrated experience in M&E in a donor – funded project.
  • Experience in collaborating and working with both private and public sector.
  • Strong analytical skills.
  • Strong communication, presentation, and training skills (in both spoken and written English).
  • Fluent in English and local language, especially Karimojong and Lunyoro Kitara/Kiswahili.

Desirable Criteria

  • Experience with projects that use a Making Markets Work for the Poor approach (M4P) is desirable.
  • Good computer skills (MS Word and Excel).
  • Ability to travel up to 50% of time from base.
  • Experience with Commcare, Mwater, KoboCollect or any other digital data collection tool.

Key Duties and Responsibilities:

MEL System Development

  • Contribute to the development of measurement/milestone plans for each Partnership Agreement with Portfolio Coordinators, Intervention Leads and intervention partners.

MEL Plan Implementation

  • Responsible for areas specific verification process of intervention partners milestone completion
  • Responsible to facilitate and lead on the ground monitor and evaluation of the implementation of interventions with intervention partners (e.g., private sector, government, NGOs) to understand whether expected results are delivered.
  • Responsible for areas specific and the systematic collection of information and evidence on the program’s impact

MEL Data Analysis and Reporting

  • Responsible for performance data entry into the M&E system and responsible for the program performance data quality entered into the M&E system.
  • Contribute regular data analysis and knowledge gathering aiming at supporting the adaptive management.
  • Lead the preparation of areas specific field inputs into the quarterly and annual reports as required by the program.

Other tasks

  • Contribute to establishing a team culture grounded in collaboration, openness, and learning.
  • Perform other duties as assigned by the DPD-MERL, R&L coordinator, ME manager and PD.

GOAL

Established in 1977, GOAL is an international humanitarian agency, with a global team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

General description of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

GOAL Uganda has a skilled team of approximately 120 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Budaka, Kabarole, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
