About USAID Grant:
Grameen is implementing the 2022-2025 USAID Uganda Uthabiti program in collaboration with lead partner Save the Children, and several other consortium partners, in three refugee settlements and host communities in Lamwo and Isingiro Districts. Uthabiti works to support the development of diverse and resilient livelihoods for youth and women from refugee and host communities in Isingiro and Lamwo districts through market systems strengthening, access to finance, off-farm value chain development, and renewable energy activities.
Job Summary: Grameen is seeking a Program Officer-South Western Uganda to support project implementation in Nakivale Refugee Settlement and surrounding host communities in Isingiro District.
The Program Officer-South Western Uganda will work closely with the Program Area Coordinator-South Western Uganda to implement project activities; provide training, technical assistance, and support supervision to local partner staff and community agents; and collect project monitoring, evaluation, and learning data. The Program Officer will also work with Grameen country office staff, the Uthabiti South Western regional team, and local partners to ensure the timely implementation of program activities and achievement of program targets.
Key Duties and Responsibilities:
Work planning and Coordination
- Developing weekly and monthly work plans to guide their activities, based on targets provided by the Program Area Coordinator.
- Working closely with Uthabiti South Western regional staff and local partners to ensure the timely implementation of planned activities
Training and Technical Assistance
- Using Grameen training guides to train local partner staff and community agents in the South Western region on project financial education, digital financial literacy, and agent network activities.
- Making regular support supervision visits to local partners, community agents, and community groups to verify the achievement of performance targets and high-quality implementation of project activities.
Monitoring, Evaluation, and Learning
- Collecting project monitoring data and working with local partner staff and community agents to ensure the timely collection of project monitoring, evaluation, and learning data.
- Actively participating in project learning, assessment, and design activities to ensure that project activities are tailored to the needs, constraints, and preferences of people in project communities.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Development Studies, Economics, Finance, Social Work, Business, or related discipline recommended
- At least two years of experience implementing community-based development or market systems programs in rural communities.
- At least two years of experience implementing financial inclusion programs for rural, last-mile communities and a deep understanding of the challenges, needs, and situations of rural households related to financial services.
- At least 2 years of Experience implementing programs in refugee settlements and/or understanding of the lived experiences of refugees is a strong plus.
- Solid Knowledge of Village Savings and Loan Association/savings group methodology, digital financial services, and/or microfinance fields. Experience in more than one of these fields is a strong plus.
- Excellent and proven training and facilitation skills.
- Fluent in English, Kiswahili. Fluency in Kiswahili is a plus but not required.
- Must be able and ready to ride a motorcycle
- Strong written and verbal communications skills
