Job Summary:  We are seeking to recruit a suitable candidate to fill the position of Financial Inclusion Officers (12 positions)- Refugee Innovation, Self-Reliance, Empowerment-Transition (RISE-T) project.

The incumbent will be responsible to deliver financial literacy and business skills training to refugees and host community both in the urban and rural settings. He/she will be a point of contact for the local communities, SACCOs and Village Savings and Loan Associations (VSLAs) for Opportunity Bank. In this capacity, he/she will carry out identification of participants, lead training activities, support product awareness activities and bank linkages.

Key Duties and Responsibilities:

Training:

  • Deliver both financial literacy and business skills trainings for refugee groups, individuals, VSLAs, SACCOs, and general targeted segments of refugees including the host communities.
  • Mobilise and Training of groups in the rural or urban setting.
  • Maintaining relationships by visiting groups, attending group meetings for the cycle of training

Groups engagement

  • Customer service, handling client enquiries and advising them on moving from group to individual loans when ready and guiding them on how to apply for those loans
  • Maintain relationships by visiting groups, attending group meetings at least twice a month
  • Instructing Groups on OBUL account opening procedures.

Train refugee clients about OBUL

  • Expectations from OBUL, terms and conditions
  • Mobilizing new groups and VSLAs outside in the settlement

Risk management and compliance

  • Ensure compliance with Finance policies and procedures, BOU regulations, budget parameters, and procedures and the operational risk management framework within the Bank.

Communicating information effectively

  • Excellent level of verbal and written communication with branch manager and financial Inclusion Manager.
  • Facilitating appropriate information flow amongst staff and with key stakeholders.

Building collaborative relationships

  • Building and promoting constructive internal and external relationships.
  • Confidence and ability to deal diplomatically at all levels including senior management
  • Strong networking and skills.

Ensure implementation of transformation activities at the branch such as:

  • Data collection
  • Capture of client success stories

Risk Management and Compliance:

  • Identify and communicate any risk factors to enable deployment of faster mechanism in place to for quick and early detection and escalation of issues when they arise.
  • Ensure compliance with Finance policies and procedures, BOU regulations, budget parameters, and procedures and the risk management framework operational within the Bank.
  • Responsible in resolution of any underlying issues raised in the refugee portfolio as well as ensuring no repeat findings.

Others:

  • Any other duties as advised by the Branch Manager and Program Associate.

Qualifications, Skills and Experience:

  • The applicant must hold an A ‘level Certificate or equivalent
  • Any additional qualification or evidence of attending a relevant course provides additional competitiveness.
  • At least one year of experience working with refugees as full time or volunteer capacity.
  • Ability to communicate fluently in English.
  • A refugee or a national preferably from Nakivale or Rwamwanja Refugee Settlement.
  • Strong interpersonal, partnership brokering and networking skills
  • Strong in in English and at least languages spoken in the refugee settlement
  • Knowledge of Swahili will be an added advantage.
  • Ability to travel long distances to reach the most remote
  • Have good written and numeracy skills
  • Strong customer care and oral communication
  • Experience in preparing reports
  • Team work
  • Working under pressure with minimum supervision
