Applications are invited from suitably qualified Ugandans for the post that exists in Bundibugyo District Local Government Council. Applications in triplicate on PSC Form (3) Revised 2008 with three Passport photographs should be submitted to the Secretary, Bundibugyo District Service Commission, P. O. Box 1166, Bundibugyo to reach her not later than one and a half weeks from this publication.

Application forms are obtained from District Service Commission and Chief Administrative Officer’s Office. Applicants already in employment must route their applications through employers and should be informed of closing date to avoid delay.

Certified photocopies of academic and other supporting documents must accompany the applications. Original documents should not be sent at this state.

DEPARTMENT: HEALTH
(1) JOB TITLE: Medical Officer (2 Vacancies)
Ref: 01/BDSC/2014 Salary Scale: U4
Reports to: District Health Officer
Responsible for: PNO and Senior Nursing Officer at Health Centre IV

SOME OF THE KEY ACTIVITIES:
• Participating in diagnosis, treatment and proper management of patients.
• Managing and accounting for allocated resources
• Adhering to professional Code of Conduct and Ethics
• Promoting public health practices in the community
• Compiling and submitting periodic reports.

PROFESSIONAL TECHNICAL QUALIFICATIONS:
• MBChB or its equivalent from a recognized University/Institution Must be registered with Medical and Dental Practitioners Council.
• Must be registered with Uganda Nursing & Midwives Council
• Masters Degree in Nursing, Public Health or Public Administration and
Management is an added advantage.

(2) JOB TITLE: Assistant District Health Officer
In-charge Maternal Child Health (One Post)
Ref: 01/BDSC/2014 Salary Scale: U2
Reports to: District Health Officer
Responsible for: PNO and Senior Nursing Officer at Health Centre IV

SOME OF THE KEY ACTIVITIES:
• Participating in planning, co-ordination and budgeting of District Health Activities
• Interpreting National MCH and Nursing Policies
• Tendering advice on MCH and Nursing related issues
• Implementing MCH and Nursing Service delivery programmes
• Producing, Monitoring and Evaluating report on MCH and Nursing
• Programmes
• Updating Healthy Management Information Systems
• Sensitizing communities on Primary Health care (PHC) activities
• Ensuring that Code of Conduct and Ethics in adhered to
• Carrying out HRM activities such as identifying manpower needs, training, promotion and deployment.

PROFESSIONAL TECHNICAL QUALIFICATIONS:
• Must have a Bachelors degree in Nursing from a recognized Institution or Bachelors degree in Public Health Nursing
• Double trained Registered Nurse/Midwife
• Diploma in Health Services Management or related Management from a recognized Institution.
• Must be registered with Uganda Nursing & Midwives Council
• Masters Degree in Nursing, Public Health or Public Administration and Management is an added advantage.
Experience: Working experience of at least six (6) years as a Health Worker, three (3) of which should be in a Management position.

NYAHUKA TOWN COUNCIL
(3) JOB TITLE: Personnel Officer (One vacancy)
Ref: 01/BDSC/2014 Salary Scale: U4
Reports to: Town Clerk

SOME OF THE KEY ACTIVITIES:Carrying out staff welfare management for Local Governments;
• Planning and organizing the manpower resource through recruitment, deployment, training, utilization and discharge as per schedule;
• Providing technical advice to the Council and technical departments on matters related to human resource managements issues.
• Monitoring Staff performance through staff appraisal exercise to ensure quality service delivery;
• Preparing human resource management work plans, budgets and
performance reports as instructed by the Supervisor.
• Interpreting the human resource polices, rules,regulation and procedures.
• Providing assistance in the management of payroll of the Local Governments and compiling, reviewing and keeping custody of the staff lists and related personnel records.
QUALIFICATIONS:
• An Honors Bachelors Degree in Social Work and Social Administration
(SWSA) or Human Resources Management or Social Sciences with Personnel/Human Resources Management as an option) or Management Science or Business Administration (Management) or Arts (with Personnel/ Human Resource Management as an option) from a recognized university.
• No work experience in the HRM field is required, but may count as an added advantage

BUNDIBUGYO TOWN COUNCIL
(4) JOB TITLE: Senior Assistant Town Clerk (One vacancy)
Ref: 01/BDSC/2014
Salary Scale: U3
Reports to: Town Clerk
Responsible for: Personnel Officer, Office Supervisor, Town Agents, and
Senior Law Enforcement Officer

SOME OF THE KEY ACTIVITIES:
• Supervising administration within the Division
• Monitoring and evaluating the effective implementation of programmes and project in the Division
• Advising the Local Council III on planning implementation of development programmes
• Liaising between Local Council III and Local Council IV and between Local Council III and other organizations both within and outside local governments.
• Assessing taxes and awarding licenses for operating business in the Divison
• Supervising the effective implementation of Council resolutions, social services and service delivery.
QUALIFICATIONS:

An Honors Bachelors Degree in Social Sciences or relevant Arts or Business Administration from a recognized University or Institution.
• A certificate in administrative law from a recognized institution
• At least three years (3) of experience as an administrative officer in a public reputable private organization
• Should have skills in Public Administration
• Should have leadership, communication and negotiation skills
• Should have financial management skills.
