About US:

The British High Commission is the diplomatic liaison office that aims to develop and maintain close bilateral relations with Uganda, in accordance with British government policies. The British High Commission is responsible for the political relationship between the UK and Uganda, and we provide advice and guidance on political and governance issues. BHC provides assistance and documentary services to British nationals in Uganda. The UK Trade and Investment Section provides assistance to both British and Ugandan businesses.

Job Summary:  The Head of Corporate Services provides leadership and management of the Corporate Services Team and is responsible for the effective implementation of BHC’s human resources strategies, estates, finance, procurement and transport policies and has oversight for the safety and security of its staff.  The post holder will provide leadership and management oversight for a team of about 35 who are responsible for providing administrative services in all areas including, financial management and procurement, HR, accounting, estates and office services, IT, transport, health and safety services.  The role is responsible for ensuring compliance with UK Government rules and regulations in all areas of Corporate Services.

Key Duties and Responsibilities:  

  • To lead on BHC’s human resources strategies, to ensure that BHC has the resources it needs to meet business objectives and continuous improvements are made in the way BHC manages and develops its people. To lead on short and long term staffing plans and forecasts to ensure staffing needs are met; including management of Diplomatic staff and locally employed staff  postings and promotions.
  • To lead on the delivery of HR services including locally employed staff  pay and conditions to ensure they remain in line with local market to enable BHC/DFID to recruit, motivate and retain talented staff and to ensure that BHC/DFID is seen as a fair and responsible employer.    To ensure access to medical and welfare services and learning and development and to oversee effective implementation of UK based terms and conditions of service.
  • To lead on the provision of estates and office services including security, health and safety of owned and leased properties and the BHC Uganda office buildings and compound.  To ensure BHC and DFID office and estates are managed on a sustainable basis and to contribute to HMG’s targets to reduce carbon emissions and reduce energy consumption.
  • Oversee the IT and Information systems, including effective implementation and compliance with security information policies.
  • To oversee BHC’s contracting and procurement operations ensuring corporate compliance with FCO policies and demonstrating value for money.
  • To support the implementation of wider corporate priorities as required by FCO and DFID and drive forward reform programmes as required.
  • To engage with stakeholders in London and across the mission to ensure that a high quality of service is provided and maintained by the CST.

Qualifications, Skills and Experience:

  • The applicant for the British High Commission (BHC) Head of Corporate Services job must hold a Bachelor’s Degree or equivalent, preferably in Management or Administration.
  • Significant experience (at least five years) in a leadership/ management role, or equivalent.
  • Strong background in corporate services / management.
  • Strong financial and human resource management knowledge and experience.
  • Proven track record of delivering results and managing multiple priorities.
  • The ability to lead and operate as part of a diverse team.
  • Excellent communication and stakeholder management skills.
  • Resilience and adaptability.
  • Excellent written and spoken English.
