USAID’s integrated Community Agriculture and Nutrition Activity (ICAN) is USAID/ Uganda’s flagship resilience project, awarded in July 2018. The Activity goal is to enhance the resilience of vulnerable households in the eight districts of Kanungu, Kisoro, Rukungiri (Kigezi sub-region); Guulu, Lamwo. Nwoya (Acholi sub-region); Kaabong and Kotido (Karamoja sub—region). In Karamoja region.
The overall objective of the project is to sustanably enhance the resilience of vulnerable hourreholds in areas of Operation by maximizing economic opportunities for vulnerable households, stabilizing their access to end consumption of diverse and nutritious diets and increase social capital by reinforcing relationships among formal governance systems and communities.
Position: Monitoring, Evaluation and Learning Advisor
Reports to: Chief of Party
Location: Kampala
Travel: Domestic up to 50%
Abt Associates seeks a qualified Monitoring, Evaluation and Learning Adviser for USAID/Uganda’s integrated Community, Agriculture, and Nutrition (ICAN) Activity, which will aim to sustainably enhance the resilience of vulnerable households by increasing economic opportunities for poor households, improving nutrition with a locus on women and children, and strengthening community and local governance. The position is based in Kampala, Uganda. We are looking tor individuals who are committed to exceeding expectations and who strive to improve the lives of people worldwide..

Responsibilities include:
Under the supervision of the Chief of Party, the Monitoring. Evaluation and Learning Advisor is responsible for overseeing ICAN’s pertormance monitoring system, conducting or overseeing related assessments and research, and providing capacity strengthening for partner organization in monitoring, data analysis, and data use This may include, but is not limited to the following:
• all Overseeing, evaluation and learning activities, including some evaluations that will employ rigorous methods that require primary data collection through surveys.
• perviously update lCAN‘s Activity Monitoring, Evaluation and Learning Plan (AMELP) and Quality Assurance and Sunreiliance Plan (OASP). This includes establishing baseline measures and periodic data collection using a variety of methods to report on results, inputs, outputs, and assumptions of the protect.
• entry, and analysis. Provide guidance to Data Manager/CLA Analyst, M&E Oflicers based in Kampala, kotido_ Kitgum. and Kahale on data collection methodologies, tools, and techniques.
• subotidtiaetors and grantees on required monitoring data collection procedures.
• an as-need basis, provide data to USAID. Ensure all required monitoring data are entered into USAID‘s reporting systems.
• the Chief of Party, institutionalize learning and evaluating lGAN progress as part of routine operations and decision-making. Participate in and/or co
• facmtate workshops for project staff, USAlD, and key stakeholders to review and discuss progress and lessons learned, and brainstorm strategy and activity refinements.
• Other duties required.

Education
• Degree in statistics, agricultural economics, population studies, epidemiology, business administration or related area of study, and relevant work experience.
