About USAID NU-HITES Project:

Northern Uganda Health Integration to Enhance Services (NU-HITES) is a 5-year USAID Funded Cooperative Agreement project aimed at providing technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and Nutrition; while prioritizing the strengthening of district-level health facilities.

Key Duties and Responsibilities: 

  • The Human Resource Officer will work closely with the line managers and consortium partners to ensure adequate staffing for NU-HITES project
  • In charge of preparing vacancy advertisements, short list, coordinate and participate in the design of selection instruments and respective interviews.
  • Work in liaison with the line managers and consortium partners, identify training needs for various categories of staff and participate in the design of HR training programs.
  • Actively participate in reviewing job descriptions and person specifications in accordance with changing job requirements
  • Regularly monitor the contractual status of all NU-HITES staff, to ensure timely renewals and monitor confirmation of staff on probation
  • Actively coordinate timesheets for NUHITES staff and provide support to Finance Team in the same area.
  • Compile and coordinate implementation of all NU-HITES staff annual leave plans and maintain an up-to-date leave register for the project.
  • Organize and coordinate effective orientation and induction programs for all Project staff.
  • Participate in periodical reviews of HR policies and strategies and employee opinion surveys and make recommendations for the better running of the department
  • Prepare manpower statistics and any other required for the project
  • Serve as the HR focal person between NU-HITES and Plan Uganda Country Team based in Kampala.
  • Proactively manage HR related incoming/outgoing correspondences ensuring response deadlines are met.
  • Process all medical and accident insurance issues and ensure related information is updated regularly, respective accounts managed and staff access their respective benefits with ease
  • Conduct regular field support visits and be the focal point person for all HR issues in the NU-HITES Project.
  • Ensure compliance with USAID rules and regulations. Be aware of stipulations in Cooperative Agreement affecting NU-HITES Key Personnel

Qualifications, Skills and Experience: 

  • The applicant should hold a good Bachelor’s degree in Human Resource management or organisation development/ Social Sciences.
  • Possession of a Post graduate diploma in Human Resources
  • Possess broad technical knowledge of general HR areas
  • Working knowledge of operationalizing HR in an NGO environment
  • First-hand experience and knowledge of working in developing country
  • Previous experience working on USAID grants a plus.
  • Good computer knowledge with experience of using HR Information Systems
  • Excellent written and spoken English skills must.
  • Proven skills in the full range of general HR needs including data management, recruitment, pay and employee relations is essential
  • Skills in supporting strategic planning and human resourcing requirements
  • Excellent communication, negotiation and diplomatic skills
  • He / she should also be skillful at influencing in multi-cultural contexts
