Job Title:  Monitoring and Evaluation Officers (4  Job opportunities)

The Uganda Coffee Development Authority (UCDA) is mandated UCDA to: “Oversee the coffee industry by supporting research, promoting production, controlling the quality and improving the marketing of coffee in order to optimise foreign exchange earnings for the country and payments to farmers.”

Job Summary: The incumbents will be responsible for the maintenance of UCDA’s programme implementation and establish programme relevance, effectiveness, efficiency and sustainability in accordance with established guidelines and procedures.

Key Job Duties and Responsibilities:

  • Prepare monitoring and evaluation plans clearly prescribing indicators to be monitored and evaluated, source of data, and frequency of data collection and monitoring and evaluation roles.
  • Design appropriate survey instruments and data collection forms for monitoring and evaluation of the Authority’s activities.
  • Plan and conduct regular monitoring programmes to ensure achievement of set targets and outputs
  • Perform surveys to establish the impact of the Authority’s outputs overtime.
  • Establish and maintain baseline data on the various initiatives undertaken by the Authority for Monitoring and Evaluation purposes.
  • Compile and produce periodic monitoring and evaluation reports depending on various reporting requirements of UCDA Management and stakeholders.
  • Actively promote learning, feedback, and knowledge sharing on achievements and lessons learned among the UCDA officials and stakeholders.
  • Initiate and participate in designing of research proposals / concept papers.
  • Perform any other duties as assigned by Management from time to time.

Qualifications, Skills and Experience needed for the job:

  • The M&E Officers should hold a Bachelor’s (honors) degree in Statistics or Economics (Quantitative, Agricultural and Rural Economics) or Social Sciences or Development Studies. Post graduate training and qualification in M&E will be an added advantage;
  • At least three years’ working experience in Log Frame Approach in planning, monitoring and evaluation, and application of qualitative and quantitative M&E methods with a reputable organisation;
  • Key personal competences in working with teams, communication skills, networking and partnership skills. Must be dynamic, persuasive & convincing, self- motivated and able to demonstrate high initiative;
  • Good working knowledge of data analysis software (e.g. SAS, SPSS, STATA, EpiDATA) and basic computer skills (word-processing, spread sheets, and databases) is required.
