About Project:
In order to respond to the education needs of the Congolese refugees and the hosting population in these camps located in the districts of Kikuube and Kyegegwa (hosting respectively 116,915 and 118,876 refugees so a total of 235,791 refugees), HI will start participating in a consortium project targeting increased access to education for children with disabilities. The project name is INCLUDE and it is funded by ECHO. The project will be implemented in close collaboration with SCI, NRC, WCH and FCA. Implementation will start in mid-March 2020 and continue till the end of 2020. The project will support mainstream education actors to improve their capacity to create inclusive education environments for children with disabilities within their Education Response in line with the Education Response Plan.
Key Duties and Responsibilities:
Ensure planning and field coordination of project activities with internal and external stakeholders
- Participate in the monthly HI activity planning meetings
- Develop monthly and weekly field activity plans
- Participate in the operationalising of project MHPSS tools in the field
- Coordinate field activities with Inclusive Education Officer.
- Ensure regular coordination meeting with MHPSS and protection actors in the settlement.
Implement, facilitate and follow-up, on a daily basis, the project activities in accordance with the project implementation plans
- In collaboration with the targeted school management committees, school community stakeholders and in close collaboration with the HI Physiotherapist and Education Officer:
- Assess needs of children with disabilities identified in coordination with the physiotherapists, health services, education communities and families and/or caretakers;
- Identify psychosocial needs of children with disabilities, according to the assessment criteria.
- Conduct follow up home visits to children with disabilities and their families/caretakers.
- According to the outcomes of the assessment of the beneficiaries’ needs (taking into account her/his daily activities, his/her needs in relation with education services access, the participation of her/his care-giver, his/her access to services, etc.), elaborate an appropriate action plan in coordination with the physiotherapist;
- Offer secure and appropriate psychosocial support
- Provide psychosocial services based on the informed consent of the beneficiary and adapted to her/his needs, taking into account the limitations of the emergency responses;
- Actively involve the beneficiaries and their caregivers at all stages of the assessment and response, in order to ensure the relevance and sustainability of the intervention. The intervention has to be based on the defined objectives in relation with access and retention in school environment;
- Detect any evolution of the cases and will modify the action plan accordingly or refer to relevant colleague, superior or stakeholders;
- Ensure a proper follow up of the cases;
- Provide appropriate psychosocial school based sessions to children with disabilities, including children, and/or their caregivers, through family, groups and individual based approaches in coordination with relevant services based on the specific situation of the child.
- Provide comprehensive individual and group sessions for children with disabilities and/or their caregivers jointly and /or not with the PTs according the action plan define.
- Use various communication means (written, spoken, etc.) during activities to ensure the self-expression of the beneficiaries.
- Identify his/her own limits and ask for support before any acts that could cause harm to beneficiary.
- Refer beneficiary to other services when needed:
- Identify needs for referrals to other relevant stakeholders and monitor referrals conducted in relationship with, the program manager and the relevant Technical Advisor (MHPSS, Rehabilitation and/or Education).
- Refer persons to appropriate services through adequate referral system in place. Referrals can be discussed in team meetings and in close collaboration with others colleagues;
- Recognize emergency situation or situations that need immediate medical care or protection measure and react in consequence making efforts to ensure that beneficiary get the appropriate services.
- Participate in facilitating psycho social support activities at school and community level.
- Support coordinated intervention in school environment
- Participate in capacity strengthening activities through provision of training for education staff and mentoring of teachers on MHPSS.
- Participate in inclusive education awareness raising sessions focusing on MHPSS for Parent Teacher Associations and school communities:
- Participate in disability assessments of school children with disabilities alongside inclusion officers.
- Support schools in the proc ess of including identified out of school children with disabilities
Participate in the data collection and MEAL activities of the project
In close collaboration with the MEAL team:
- Maintain complete individual files for each person, including detailed descriptions of services provided and evolution of the case;
- Ensure that complete beneficiary pack is properly filled and signed;
- Respect all guidelines and documentation within the project;
- Produce weekly activity reports and contribute in the development of project reports using HI Uganda MEAL templates
- Maintain complete documentation for each activity following the recommendations and template of the project manager
- Contribute to the development of the Program Managers activity reports
- Participate in project review workshops
- Participate in assessments and facilitate project evaluations at field level
- Facilitate participation of stakeholders and beneficiaries in monitoring and evaluation of activities
- Ensure that field data collection is charged with the MEAL team
Manage and support the Community-Based Facilitator
- Participate in the recruitment of CBFs
- Provide support and on the job mentoring of the CBFs
Demonstration of an ethics, safe, secure and professional practices
- To show professional ethics, respect and promote Humanity & Inclusion mandate and humanitarian principles at all times
- To respect the Humanity & Inclusion protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
- To report any incident or act that causes any harm to beneficiary or to others
- To contribute to the definition and/or update of security framework at field level
- To observe at all times strict commitment to Humanity & Inclusion Security & Safety regulations as per procedures in place at mission level
- To support information internal dissemination to relevant focal persons at mission level aiming at reinforcing security and safety of Humanity & Inclusion staff and assets
- To participate in security meetings upon the line manager request and report relevant information to the appropriate persons
Other Responsibilities: Any other tasks deemed necessary by the line manager
Qualifications, Skills and Experience:
- The applicant for the Handicap International Inclusive Education Officer job placement must hold a Bachelor’s degree in Inclusive Education, Special Needs Education or Education combined with relevant experience working with children with disabilities
OR
- Allied Bachelor Degree (OT, SLT, Psychology, Child development) if applicant has relevant Education
- One year of professional experience in an NGO at officer level
- At least 2 years of professional experience in Education
- Experience in consortia lead projects
- Experience in the fields of inclusion / accessibility of services / services to persons with disabilities
- Experience in training of adults
- Experience working in refugee context.
Competencies
- Proven project activity implementation skills in collaboration with stakeholders
- Capacity building, training and coaching skills
- Perfect fluency in written and oral English and strong report writing skills;
- Familiar with MS Office (Word, Excel, PowerPoint) and internet
- Fluently spoken local languages will be an added advantage
- Knowledge of project cycle and related tools and methodologies
- Knowledge of the Education and Disability Sectors in Uganda
