30 Scholarships at UTAMU: The Academic Registrar of Uganda Technology And Management University (UTAMU) invites application for interested applicants wishing to participate in the pilot of the two modules of a Master of Evaluation jointly run by UTAMU and the Centre for Evaluation (CEval) of the University of Saarland in Germany.

Course development and piloting is funded by the German bilateral cooperation, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Master of Evaluation degree has been developed to prepare people for a specialized career in evaluation.

It is designed to enable participants from the public and private sectors gain the new qualification while continuing in their jobs. The course is structured in a blended learning-format, combining face-to face seminars and online study.

The course content is based on a tried and tested degree course taught at Saarland University in Germany. E-learning and evaluation experts from Saarland University and UTAMU will support the delivery of the course content. UTAMU was selected as the Ugandan lead partner institution through a rigorous competitive process.

The Master of Evaluation is aimed at strengthening evaluation capacity in both government and other sectors in Uganda and the greater East African region. In the last few years, Uganda has already seen significant strides in regard to strengthening monitoring and evaluation capacity in the country.

To further ensure sustainability of evaluation capacity, the Master of Evaluation was conceived as a long term strategic intervention. The full implementation of the Master of Evaluation that consists of seven (7) modules shall be preceded by a pilot project, in which two modules of this programme will be tested.

The two modules will begin in October 2014 and end in June 2015. The students who successfully finish the two pilot modules shall be allowed to transfer the credits of the two modules to the Master of Evaluation when full implementation commences in 2015. The two modules of the pilot include (1) Conducting and Managing Evaluation and (2) Evaluation Designs.

A: Conducting and Managing Evaluation

Course Description

The module focuses on how to plan, manage and conduct evaluations especially in the Ugandan and African contexts, respectively. The structure of the module follows the chronological process of an evaluation, it comprises three main topics: “evaluation and planning of methods”, “phases of evaluations” and “evaluation as a social process”.

Course Objective

The module aims to enable students to plan, manage and conduct evaluations. Students are exposed to the tasks related to the several steps of conducting evaluations in order to fulfil their future role as either evaluator or commissioner.

B: Evaluation Designs

Course Description

In this course, the question of evaluability of programmes and projects is asked. Different programme theories are presented which describe the intended change processes. In order to measure these changes adequately students learn how to develop an appropriate evaluation design according to the object and objective of an evaluation. As in the context of programmes and projects impact gain increasing significance the second part of the module the concentrates on impact-orientated evaluation and its logical interconnection with impact-oriented monitoring.

Course Objective

The module aims at clarifying the transfer of theoretical concepts about social change, the logic of interventions and the context in which interventions are embedded into logical, theoretical and methodological sound procedures for conducting evaluations. The module provides a framework for deciding what kind of information should be collected, at which step, and who should be included in which way into the evaluation process.

SPONSORSHIP ARRANGEMENTS

Under the pilot project, 20 spaces for participation in the two modules are offered free of charge. In addition, UTAMU offers 10 additional scholarships for only students who will have enrolled on the UTAMU Postgraduate Diploma (PGD) in Monitoring and Evaluation whose first intake will commence on 10 September 2014. The scholarships will be distributed equally for each of the two modules. Applicants should indicate clearly which of the modules they wish to participate in as no applicant will be allowed to be involved in the two modules.The application process for this PGD is still ongoing and details are available at www.utamu.ac.ug. Entry to the two modules shall be awarded on a competitive basis through an elaborate criterion. In addition to the 30 gratuitous spaces, there are 30 places reserved for those who can privately finance their participation in this pilot. The fee for the each module is UGX Seven Hundred Thousands leading to a total of One Million four hundred thousand (1.4Million).

TARGET GROUP

Specifically, the Programme is intended for:

1. Evaluation and teaching experts; and
2. Bachelor’s degree holders intending to build their career in Evaluation.

ADMISSION REQUIREMENTS

A: General academic requirements

• Possession of a relevant Bachelor’s degree as a minimum requirement
• Proof of some competence in social research
• Basic Knowledge in Evaluation
• Availability for 10 days off to participate in face-to-face workshops for each module (5 in October 2014, 10 in January/February 2015, and 5 in May 2015)
• Availability to undertake at least 30 hours a week for active e-learning activities under close supervision on the e-learning system

B: Personal requirements

• Interest in the field of evaluation – professional experience in managing or conducting evaluations would be an advantage;
• High learning motivation;
• Ability to act independently and on one’s own responsibility;
• Positive attitude towards computers and computer applications;
• Willingness to contribute to the quality management of the module in form of detailed feedback.
• Very good organisation skills, initiative and commitment.
